Step 1: Gather Your Documents

Proof of ownership: Out-of-state title or manufacturer’s certificate of origin

Valid PA driver’s license or ID

If registering the vehicle, we will need current PA proof of insurance in the name of the individual/company titling the vehicle

Lien information: If your car is financed, the lienholder may need to release the title

Step 2: VIN Verification

Your vehicle’s VIN must match the out-of-state title.

Can be verified by our agents if vehicle is brought to our location. A dealer notary, or law enforcement officer can verify the VIN using the form MV-41.
Step 3: Complete the MV-1 Form

Form MV-1 is required for all vehicle registrations in PA.

It calculates your title fees, registration fees, and sales tax.

Step 4: Sales Tax Considerations

Owned vehicle over 6 months? Sales tax may not be required. Proof of purchase date may be required.

Owned less than 6 months? You’ll need to pay PA sales tax or provide proof of tax paid in another state.

Step 5: Receive Your Plates, Registration, and Title

Once fees are paid, you will receive your permanent plate and registration on the spot.

The title will be mailed to you within 5–7 business days.

If your registration must be sent to the state manually, you will receive a temporary plate and registration until the state processes your paperwork. This may take up to 90 days to receive your permanent registration and title.

For financed vehicles, the title will be sent directly to the lienholder.
